National Qualification Framework has been approved

The "National Qualifications Framework for Lifelong Learning of the Republic of Azerbaijan" (AzNQF) was approved by Decree number 311 of the Cabinet of Ministers of the Republic of Azerbaijan dated July 18, 2018.

AzNQF is a framework document that identifies and describes the knowledge, skills and competences of learners on all steps and levels of education. This document systematises qualifications throughout the country in line with international experience, facilitates the recognition of international mobility and national qualifications abroad, and creates favorable conditions for the education and work of Azerbaijani citizens abroad by promoting recognition of qualifications and diplomas. The AzNQF strengthens ties between the labor market and the education system, promotes the creation of a system of recognition of skills gained through non-formal and informal education.

The document defines all levels, which means knowledge, skills, framework of independence and responsibility of each level have been described.

One of the key points in the document is the quality of education. In this regard, the qualifications are based on the relevant state educational standards, the establishment of a system of internal quality assurance and evaluation in each educational institution.

As the implementation of the AzNQF covers various sectors, the process involves participation of other government agencies and the private sector.

The approval of the AzNQF is envisaged in the "State Strategy for the Development of Education in the Republic of Azerbaijan" approved by the Decree of the President of the Republic of Azerbaijan dated October 24, 2013.

The document prepared by the Ministry of Education has been thoroughly discussed with experts from the World Bank, the European Union and the European Education Fund before submitting to the government and their comments and suggestions were taken into consideration. In general, the AzNQF has been developed in accordance with the provisions of the European Qualifications Framework and the European Qualifications Framework for Lifelong Learning in the European Higher Education Area.

Within the framework of cooperation between the Ministry of Education and the European Union, the project "Support to the implementation of the National Qualifications Framework of Azerbaijan" was launched in February of the current year to support the implementation of the AzNQF. The Coordinating role in the project implementation is being implemented by the Education Institute of the Ministry of Education.
